What is the difference between the lip balm and lip conditioner?

I see no such things as lip conditioners now. I did not know it exists! How are they different from lip balm? definitions please:]

I have a lip balm and conditioner lips, and I realized that my lip balm is more solid, while my lip conditioner is more "watery". Personally I think The lip balm is better:)
